Water and Sewer Availability

The City of Bainbridge Island Water Supply and Distribution System service areas include City-owned services that provide potable drinking water, fire suppression water, irrigation water, etc. to the Winslow, Rockaway Beach, and Public Works Facility areas. 

The Winslow Water System serves the downtown Winslow and Fletcher Bay areas. The Rockaway Beach Water System serves customers along Rockaway Beach Road. The Public Works Facility system serves the City’s Operations and Maintenance facility near Hidden Cove.

The City’s water system includes supply and distribution through groundwater wells, treatment, water tanks, water mains, fire hydrants, and service connections.  

The City of Bainbridge Island Wastewater Collection and Treatment System has two parts: Collection / conveyance and treatment. Collection and conveyance responsibilities cover City-owned wastewater collection systems that convey sewage from individual residences and buildings to wastewater treatment facilities. 

The Winslow Sewer System service area is irregularly shaped and includes the downtown Winslow area stretching north from Eagle Harbor, generally east of Sportsman Club Road and south of New Brooklyn Road. Residents and property owners who live within the service area shown on the City of Bainbridge Island Sewer Service Area Map can apply for connection at any time. 

The Winslow Wastewater Collection System flows to the Winslow Wastewater Treatment Plant in Eagle Harbor that is owned and operated by the City.

The South Island Sewer System serves the Lynnwood Center, Point White, Pleasant Beach, Emerald Heights, Blakely School, and Rockaway Beach neighborhoods.  

The City’s South Island Wastewater Collection system flows to the Fort Ward Wastewater Treatment Plant that is owned and operated by Kitsap County Sewer District #7. The City contracts with Kitsap Sewer District #7 for the sewage treatment component of the South Island Sewer Service Area.

The City has contracted with the South Island Sewer district to distribute a limited number of connections in 2025, 2026 and 2027 during an Open Call period of June 1 through June 30. Residents and property owners who live in the gray or pink areas of the South Island Sewer Service Area Map are eligible to apply for a sewer connection during the Open Call period only.
